The ATVOD Board

ATVOD has a board structure comprising an independent chairman, Elizabeth Filkin, and an independent director, with representatives from member organisations. The Board is attended by two advisors. The Secretariat function is provided by Andrea Millwood Hargrave.

Board Members

Elizabeth Filkin holds a number of executive and non-executive roles with a range of organisations, including the Financial Services Authority (FSA), Advertising Advisory Committee, Rainer Trust, and Annington Homes. She was previously Parliamentary commissioner of standards, deputy chief executive London Docklands and chief executive of Citizens Advice.

Grahame Fowler is head of group compliance for Virgin Media. He has worked in the media for 20 years and, before joining Virgin Media, was head of compliance for Flextech Television and Telewest Broadband. He is a director of BCAP (the Broadcast Committee of Advertising Practice) and the SCBG (Satellite and Cable Broadcasters Group), and has extensive experience of the regulatory structures that operate within the communications sector.

Simon Hunt is director of television for Tiscali TV since 2004 where he is responsible for the non-linear channels and Tiscali’s television platform's development priorities. Previously Simon was marketing director at ODG, responsible for marketing and operations for Front Row.

Andrew Keyte is managing director of FilmFlex. Previous roles include head of programming at UK Gold, and general manager of movie channels at BSkyB. Before pay TV, Andrew worked in movie distribution at Twentieth Century Fox, Warner Home Video and Virgin. Most recently, Andrew ran distributor Metrodome Group plc.

Mark Lambert has been a legal and compliance lawyer at Channel 4 since 1987 after qualifying as a Solicitor in 1985. He worked in private practice with libel specialists Peter Carter Ruck & Partners from 1983-1987, specialising in publishing law with clients including Penguin Books, Macmillans, 4th Estate and a number of professional magazines. At Channel 4, Mark advises on legal and regulatory obligations affecting the content of Channel 4’s output across all platforms. Mark was seconded to work for the Legal Services department of the ABC in Australia between October 2007 and January 2008.

Tim Lefroy heads Radical, a consultancy specialising in corporate positioning and transformation. He is a former CEO of advertising agency Young & Rubicam and the architect of the famous 'Tell Sid' campaign for the British Gas privatisation. He is a senior figure in the marketing and communications industry, being a council member of the Marketing Group of Great Britain. Tim is also a member of the Pensions Reform Group.

Chris Loweth is head of Five’s team of lawyers, which provides legal and compliance advice on programming and other content. Prior to joining Five in 2002, Chris was part of the legal and business affairs team at independent production company Planet 24 and, before that, was a programme lawyer for L!VE TV. Chris was called to the Bar in October 1996. He is also a visiting lecturer at the London College of Communication, part of the University of the Arts.

Tim Shaw is chief counsel, commercial law, at BT Retail. Tim heads a team of lawyers supporting a range of BT Retail's businesses, including BT Vision. In recent years, Tim's work has largely been involved in providing legal advice and support for BT's internet, broadband and entertainment activities. This has included interactive TV joint ventures, content acquisition and policy advice.

Chris Wissun is director of programme compliance at ITV. He qualified as a solicitor in 1992 and worked in private practice as a litigator at media law firm Goodman Derrick. In 1997 he joined Granada Media Group as a programme lawyer. On the merger of Granada and Carlton in 2004 he became head of programme legal affairs for ITV plc. His department is responsible for the legal and regulatory clearance of content broadcast across the ITV’s channels and online and mobile platforms.

Affiliate member

Anthony Worrall has been an editorial policy adviser at the BBC since June 2006 where he leads the corporations work on content labelling. He also advises programme-makers on a range of editorial issues including media literacy. He joined the BBC in 2000 and has worked on a range of BBC News programmes including The Westminster Hour and On The Record.

Associate member

Nick Green is responsible for the On Demand Group’s TV-on-demand programming services. He has worked in the pay-TV industry for over 15 years in VOD service development and linear channel management. Prior to this he developed a variety of VOD and linear channel services for Video Networks. In the 1990s he was head of children’s and youth programming at Showtime/Viacom. He has also held posts in programme planning and channel management for Flextech Television.

Advisor

Steve Middleton was one of the founder members of ATVOD and has been involved in new media since the late 1990s, first as director of internet and new technologies at Blockbuster UK and later as Blockbuster's European director of new media. During that time he has launched three on demand services: one IPTV service for Blockbuster in Hull, another PC VoD test market for Blockbuster, and a full IPTV platform for KPN in The Netherlands. Steve currently works as a licensing Director for IP Vision, an IPTV hybrid platform start-up company.

Secretariat

Andrea Millwood Hargrave is an adviser on media regulatory policy and research issues, working across the communications industry, and has written books on broadcasting and new media. She is: associate of the Programme in Comparative Media Law and Policy at Oxford University and director, regulatory affairs, Institute of International Communications. Previously she was research director of the Broadcasting Standards Commission and ITC.
